Jimmy carter was A naval officer for over 7 years.

As president he was a huge advocate of human rights.

Jimmy Carter was highly involved in the military in his early career days, getting admitted to the Naval Academy in 1943. He served on the USS Pomfret. He became highly involved in the government's nuclear submarine program while in the navy. Served in the Navy reserve and left the service with the rank of lieutenant. Carter received many awards while in the navy: American Campaign Medal, World War II Victory Medal, China Service Medal and National Defense Service Medal.

While president, Carter cut the raises in military pay during government deficits and high inflation. He also signed the SALT II nuclear arms reduction treaty. One of the first things he did as president was give an executive order announcing unconditional amnesty for Vietnam War-era draft evaders.

Foreign Policy 

Carter's foreign policy was definitely aimed to help humankind. He wanted a change from Nixon's precious ideology. "Our policy is based on an historical vision of America's role. Out policy is derived from a larger view of global change. Our policy is rooted in our moral values, which never change. Our policy os reinforced by our material wealth and by our military power. Our policy is designed to serve mankind" said Jimmy Carter. He refused to keep the past practice of overlooking human rights abuses of our own allies. Particularly, he was tough on South Korea, Iran, Argentina, South Africa and Zimbabwe. Not only was he tough on those countries he ended more than thirty years of military support to President Somoza of Nicaragua, one of Latin America's most abusive leaders. Carter's emphasis on human rights led to a Congressional requirement for the annual submission by the Department of State of "a full complete report" on human rights practices around the world.
